The AdminSettings.php is missing. It is required for all scripts working on maintenance level including the [Deployment Framework]. It contains the database credentials.
Solution
There is a template shipped with Mediawiki which must simply be modified: AdminSettings.template
$wgDBadminuser = 'root'; $wgDBadminpassword = 'm8nix';
Add your credentials and save the file as: AdminSettings.php
